The EBRD, Naftogaz of Ukraine (NAK) and the Ministry of Ecology and Natural Resources have agreed to cooperate on a programme for the measurement and reduction of methane fugitive emissions along the gas infrastructure (from upstream to distribution) owned by NAK in Ukraine (the Programme).
Methane fugitive emissions consist in losses of gas along the gas supply chain from upstream production, to processing and transportation, to final distribution. The most typical sources of methane emissions include:
equipment leaks
• process venting
• evaporation losses
• disposal of waste gas streams
• other unintentional emissions and equipment failures

Notes:
1. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
2. The shortlist criteria are:
(a) Consultant's previous project experience in similar methane fugitive emission reduction assignments (35%)
(b) Quality of the proposed approach to measurement campaign, inventory and MRV, policy review and investment preparation (35 %)...
