Implementation of Open Data Standards for Monitoring and Public Access to Public Procurement Information , The Legal Transition Programme’s (LTP) of the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) works on developing modern public procurement policies and promotes transparency, competition, accessibility of procurement opportunities and high levels of business participation in public tenders.
While the electronic procurement (eProcurement) tools are being implemented in almost every country in the EBRD region, frequently the electronic procurement reform package does not consider the value of accessibility of public procurement information, open data and data-driven tools for monitoring of procurement conducted in the electronic format. To address this gap, the LTP has studied successful implementations of electronic procurement, methods for automated collection of procurement information from electronic public procurement systems and relevant Open Data standards for public access to procurement information. As a result of the study, leading global best practice has been identified, and potential for cooperation with civil society organisations advocating for Open Data and Open Government has been explored
