Apolou Program Summary: In 2017, Mercy Corps was awarded the five years USAID Food for Peace - Apolou Activity to improve food and nutrition security in the Karamoja Region. Implemented by a consortium of partners, the program seeks to create sustainable progress in the region through four interrelated objectives (1) Inclusive and effective governance (2) improved health and nutrition (3) Improved WASH conditions and (4) Adolescent specific capacity development.
The aim of the mid-term evaluation is to assess the current advancement of the four purposes in order to better understand program successes and challenges and influence strategic changes to the program. The consultant team will test programmatic assumptions, the Theory of Change, and key approaches utilizing routine monitoring data and qualitative research. In order to accomplish this aim, Mercy Corps is searching for a dynamic and organized mid-term evaluation consultant with proven experience in qualitative research methods in transitory contexts. The mid-term evaluation consultant will produce a comprehensive report based on quantitative and qualitative methods to demonstrate the achievement of certain key benchmarks; critically evaluate program relevance, connectedness, coherence, coverage, efficiency, effectiveness, and impact; and along with a team of program leadership staff to present a series of recommendations and considerations to maximize impact and capitalize on key synergies for the second half of the...
